Within the Schengen area, Ukrainians are legally resident for 90 days. They can, if they wish, obtain protection in the country in which they find themselves.

Temporary protection entitles you to:

  • The issuance of a temporary residence permit (APS) on French territory for a period of 6 months renewable;
  • Payment of the asylum seeker’s allowance (ADA);
  • Authorization to exercise a professional activity;
  • Access to care through medical care;
  • The schooling of minor children;
  • Access to accommodation that meets the needs of the household, coupled with appropriate social support;
  • Access to payment of personalized housing assistance (APL).

  • Procedure for granting temporary protection

As soon as they arrive on French territory, the persons concerned must send – or have sent – at the Foreign Office of the Prefecture, via the address, a message indicating their marital status (surname, first name, date and place of birth), as well as the contact details (telephone number, email address) of the person who welcomes them . The following documents must be sent as attachments:

– copy of their passport: pages containing their civil status, their possible visa and entry stamps (airport, rail, land, etc.);

– in the absence of a passport, any document in their possession allowing their identity to be established (consular card or equivalent, identity card or equivalent, translated birth certificate, driving licence, etc.).

It is the services of the prefecture which will then summon, as soon as possible, all adult nationals, in order to issue them with a temporary residence permit. The appointment will also allow them, by means of the form which will have been provided to them in advance relating to the filiation of their minor children, to complete their affiliation to the Health Insurance Fund.

On the occasion of this appointment in the prefecture, an appointment with the French Office for Immigration and Integration (OFII) will also be proposed. Rights to the specific allowance will be opened at the OFII counter.

Rail transport is free.

State services in Charente-Maritime are mobilized under the authority of the Prefect to prepare and organize this reception and coordinate the actions of local authorities. A letter was thus sent by the Prefect to all the elected officials of the department in order to work together on the construction of the reception system.

For the attention of pet owners (dogs, cats, ferrets) entering France from Ukraine:

Dogs and cats from Ukraine entering the European Union must usually meet the following regulatory requirements:

  • identified animal
  • animal validly vaccinated against rabies
  • titrated animal with favorable result -3 months before importation
  • accompanied by an original health certificate.

In view of the situation in Ukraine, a system has been implemented to urgently accommodate animals that do not meet these requirements. They will be subject to electronic identification, registration in Icad, will be dewormed and subject to regular veterinary surveillance consultations (there is therefore no quarantine or isolation to be expected). At the end of this monitoring period, they will then be vaccinated against rabies.

In this context, we invite people who have recently entered French territory with an animal that does not meet these regulatory requirements to contact a veterinarian as soon as possible, in particular via the association “Vétérinaires pour tous” ( The Departmental Directorate for the Protection of Populations will ensure, in a second phase, the health surveillance of these animals.

A system has been deployed on the basis of an agreement between the State, the association Vétérinaires pour tous and the Brigitte Bardot Foundation, guaranteeing free, for the displaced, consultations and veterinary care to be undertaken to identify, monitor and vaccinate. dogs and cats. You will find the description of the financial organization Vétérinaire pour tous / FBB Foundation at the following address: 1650151022 728 Reception of displaced Ukrainians in Charente Maritime News Home

with in particular in the “veterinarians” tab the list of the association’s veterinarians by region to contact with a support request form.
